An accomplished attorney, distinguished community leader, and former Maryland Senator, Roger Manno has spent 2 decades fighting for justice under the law, including work in the White House, on the U.S. House Judiciary Committee, as Legislative Director and Senior Counsel to members of Congress, and as an elected member of the Maryland House and a senior member of the Maryland Senate.
Roger is admitted to practice law in Maryland, the District of Columbia, the Supreme Court of the United States, the U.S. Court of Appeals for Armed Forces, and other federal courts. He was also appointed to serve as on the State Prosecutor Selection and Disabilities Commission by Maryland Governor Lawrence J. Hogan, Jr.
Prior to launching The Manno Law Firm, Roger served as Of Counsel to the general practice / civil litigation law firm of Karp, Frosh, Lapidus, Wigodsky & Norwind, P.A., during the period when (now) Maryland Attorney General Brian Frosh served as a named Partner. Roger contributes ongoing pro bono legal work, and serves indigent defendants as a Maryland Judiciary Court Appointed Attorney.

During his tenure in the Maryland Senate, Senator Manno served as Senate Chairman of both the Spending Affordability Committee and the “AELR” regulatory committee (Administrative, Executive and Legislative Review), and advanced reforms that streamlined and strengthened Maryland’s regulatory processes. In addition, Senator Manno authored landmark legislation improving access to justice, including streamlining onerous civil filing requirements for litigants, greater transparency under the Open Meetings Act (SB450), the Civil Rights Tax Relief Act (SB639), expansion of the Maryland Antitrust Act (HB657), protections from retaliatory evictions (SB620), protections for homeowners from eminent domain takings (HB1159), among many other important justice reforms.
Roger has received numerous honors, awards and recognitions, including from the Metropolitan Washington Employment Lawyers Association, American Bar Association, United States Department of Defense, Fraternal Order of Police (Maryland State Lodge), International Association of Fire Fighters (Local 1664), Plumbers and Gasfitters United Association (Local 5), International Brotherhood of Electrical Workers (Local 26), Lions Club, Kiwanis Club, National Association of Retired Federal Employees, Maryland Society of Anesthesiologists, Mothers Against Drunk Driving, Engage Mountain Maryland, Northwood-Four Corners Civic Association, Kemp Mill Civic Association, Progressive Maryland, among others.
Twice awarded Legislator of the Year by Maryland Building and Construction Trades Council (AFL-CIO), Roger also has the unique distinction of being named an honorary member of 2 AFL-CIO building and construction trade unions – Steamfitters United Association (Local 602), and International Brotherhood of Electrical Workers (Local 26).
